12 Jan Opposition calls for termination of the appointment of Chairman of EGov Board
Kingston, January 10, 2017: The Opposition, People’s National Party is calling on Minister of Science, Energy and Technology, Dr. Andrew Wheatley to terminate the appointment of the chairman of the EGov Board, Dr. Lloyd Waller and identify an appropriate replacement.
Opposition Spokesman on Information and the Knowledge Economy, Julian Robinson says “Since his appointment as chairman of the EGov Board, Dr. Waller has demonstrated that he lacks the understanding and appreciation of how a Board should operate and his continued chairmanship will lead to the deterioration in the morale of the organisation’s staff. He has lost the respect of the staff.” In addition to not understanding corporate governance practices, Dr. Waller’s arrogance and poor interpersonal skills have led to the country losing two experienced ICT professionals, in former Chief Information Officer, Dr. Louis Shallal and former CEO of EGov, Herman Athias.
Since the Board had its first meeting in May 2016, there have been 36 meetings of the Board and Committees of the Board over an eight month period. It is clear from the frequency of meetings that the Board does not understand the distinction between its role and that of the management of the organization.
Robinson says “An efficient and effective EGov is critical to the Government’s plan for Public Sector Transformation and the organization cannot be politicized. These efforts will fail unless a new chairman, who possesses the industry knowledge and experience, coupled with personnel management skills is identified to oversee this critical organisation.”
