Junior Shadow Spokesperson Dr Olivia Rose Calls for Transparency and Accountability on $75 Million National Stadium Reconstruction Project

Kingston, Jamaica. July 31, 2024: Junior Shadow Spokesperson on Sports and the Creative Industries Dr Olivia Rose, has called on the Government to ensure a transparent and accountable process in the expenditure of the allocated funds for the proposed reconstruction of the National Stadium.

In a statement today, Dr Rose welcomed the move by the Government to allocate $75 Million for the initial phase of the reconstruction of the National Stadium. “This significant investment promises to spur economic growth through job creation and tourism, while also providing our athletes with state-of-the-art facilities to develop their skills and compete at the highest levels.

However, she noted that transparency and accountability in the utilization of these funds remain paramount. “There must be a clear and detailed plan outlining how these funds will be spent, including timelines and critical milestones, such as the start date,” Dr. Rose stated. “Given this Government’s history of making grand announcements during emotionally charged periods, such as the Olympics, and without follow-through, it is crucial that we see a comprehensive strategy this time around.”

Dr. Rose emphasized the need for access to information by the public, regarding expected outcomes and other accountability measures. She also expressed the need for a transparent procurement process and a contractor award monitoring system to ensure fairness and proper use of the funds. This includes regular audits by independent bodies to verify appropriate fund utilization in accordance with implementation guidelines.

Dr. Rose further stressed that the reconstruction must meet international standards and be sustainable and environmentally friendly. She highlighted the importance of a long-term maintenance plan to preserve the quality and functionality of the National Stadium through regular inspections, repairs, and upgrades.

In addition to the reconstruction, Dr. Rose said it is essential to engage stakeholders in order to incorporate their input and address any concerns that may arise. She also called for balanced investment in grassroots programs and other critical areas within the sports sector. “A comprehensive development strategy is needed to ensure holistic growth and development,” she said. “By addressing these concerns and committing to transparency, accountability, sustainability, and support for grassroots programs, the reconstruction of the National Stadium can be a successful and beneficial project for Jamaica.”
